emergence as a trusted partner in the global clean energy transition. Under the leadership of Prime
Minister Shri Narendra Modi ji, the National Green Hydrogen Mission is creating a strong and future-
ready ecosystem. It is attracting global investments, building international partnerships, and opening
new markets for Indian green hydrogen and its derivatives, said Union Minister for New & Renewable
Energy and Consumer Affairs & Food and Public Distribution, Shri Pralhad Joshi.
During his address, Secretary Ministry of New & Renewable Energy, Shri Santosh Kumar Sarangi said
that from the perspective of the Mission, these agreements have delivered three key outcomes-they
have created a market linkage with Japan for Green Ammonia and Green Methanol giving confidence
to investors, it has shown that Green Hydrogen sector is becoming commercially mature with Indian
clean fuels now being positioned as a reliable suppliers to global market and, creation of international
green hydrogen and green ammonia value chains.
Mr. Takehiko MATSUO, Vice Minister METI, Government of Japan also addressed the event stating
that the agreements are the flagship outcome of deepening India–Japan cooperation in clean energy.
These deals represent one of the largest green ammonia and methanol offtake commitments from
India to Japan to date. They underscore the growing commercial maturity of India’s green hydrogen
ecosystem and reinforce long-term demand for production capacities established under the SIGHT
Programme. The partnerships also contribute to Japan’s energy transition and energy security
objectives by ensuring a stable supply of low-carbon fuels from India.
ACME Group presented project overviews followed by the formal signing of agreements. Agreements
were signed in the presence of senior officials from the Ministry of New and Renewable Energy
(MNRE), representatives from the Government of Japan, including the Ministry of Economy, Trade
and Industry (METI), and leadership from ACME Group, IHI Corporation, and MGC.
10. No Change in ALMM Policy; Centre Provides Extended Relief Window for Select Solar Projects up to
December 2026
The Ministry of New and Renewable Energy (M/o N&RE) has decided that while there will be no
change in the policy of Government of India in respect of implementation of Approved List of Models
& Manufacturers (ALMM) List-II for solar PV cells, and no blanket extension in applicability of ALMM
List-II for solar power projects will be provided, however, a limited window is being provided for Net-
metering projects and Open Access RE power projects, whereby such projects can now commission
with exemption of ALMM List-II (for solar PV cells), till 31st December 2026. Earlier this dispensation
for the limited segment of Net-metering projects and Open Access renewable power projects, was
available till 31st May 2026.
This step will also help the standalone solar PV module manufacturers by providing them protection
of investments already made, in the form of inventories, through additional demand creation. This
will also provide them sufficient time before they could effectively increase their sourcing of solar
